		<description>HTF: Yes, it does appear that James Cyburn--the racial conscience and interlocutor of the South Carolina primary abuses his public position and treats the national treasury as his own personal piggy bank.  He may not have $100,000 stashed away in his ice box but the quid pro quo is obvious when the booty goes to friend and relatives disguised as projects.  This is precisely the kind of corruption the American People detest.  And while Duke Cunningham did this even more blatantly, he is in the prison system and he was never third in house leadership.  Corruption is bad enough but when it reaches the highest level of government it undermines our government.

A conflict of interest is always a bad thing. I tried one time to give a fountain pen to a member of congress as a token of my personal respect.  It was rejected and resented. And even though I had no ulterior motive, I deserved the rebuke.  These people should be like Caesar&#039;s wife--avoiding both impropriety and the appearance of impropriety.  It goes to the whole question of public trust.  Two particular rules would be especially helpful in that respect:

1. No Member of Congress may (steer) government projects to known friends and relatives as herein defined without full disclosure and approval by the bi-partisan House Ethics Committee.  If a bill is proposed which would confer a direct financial benefit on said parties effect then said member of congress shall recuse himself or herself from voting on it on the grounds that it constitutes a per se conflict of interest.  (Note: this could be called the Clyburn provision in honor of its worst offender.)

2. No Member of Congress may (lobby) Congress for a period of five (5) years after leaving office. (Note: this could be called the Daschale provision in honor of Honest Tom).
