I think it was Hillary who suggested Biden for VP and SofS for herself during the negotiations leading to the Dem Convention but after it became clear that the Ted Kennedy was desperate to pass a significant piece of legislation like Universal Healthcare, more aptly named The Kennedy Healthcare Contract for America.
